NEURC Proposes Raising Ukrenergo’s Electricity Transmission Tariff

As reported by Energo-Reforma with reference to the NEURC meeting decision on May 26, the regulator proposes setting the NPC Ukrenergo electricity transmission tariff at 903.53 UAH/MWh (excluding VAT) starting July 1, 2026. This represents a 21.62% increase from the current level. Separately, a tariff of 535.97 UAH/MWh is proposed for "green" electrometallurgy enterprises, marking a 42% rise. The draft resolution is yet to undergo final discussions before formal adoption.

Changes in Tariffs for Industrial Consumers

In addition to transmission, the NEURC intends to raise the dispatching tariff to 118.64 UAH/MWh, a 7.83% increase. For energy-intensive sectors, particularly electrometallurgy, this means a further rise in operating costs. This factor is most sensitive for manufacturers where electricity accounts for a significant share of the cost structure—primarily in smelting, remelting, heat treatment, rolling, and various deep metal processing stages.

The regulator has already revised market price parameters as of May 1, increasing price caps in the "day-ahead," intraday, and balancing segments. The NEURC explained that this step aims to support stable market operations amid generation deficits and stimulate electricity imports to cover peak demand. Global energy market fluctuations were cited as an additional pressure factor. Collectively, these decisions establish a new energy cost model for the industry.

Impact on the Metal Market and Solutions from winox.ua

For the Ukrainian metal market, the tariff hike implies further pressure on the production costs of semi-finished and finished metal products. This is likely to be most pronounced in segments where a high share of electricity meets intense price competition. Under such conditions, businesses are actively reviewing procurement strategies, optimizing inventory, and focusing on supply reliability. Consequently, supply chain stability is becoming as vital as the resource price itself.

For consumers of rolled metal, stainless steel, and non-ferrous metals, this necessitates working with suppliers capable of ensuring predictable procurement. In this market environment, winox.ua helps clients maintain production continuity through reliable supplies and a balanced approach to inventory management. For B2B customers, this is especially critical during periods of rising energy costs, where any material disruptions would further increase the financial burden. In practice, this elevates the value of partners who can maintain stable procurement terms in a turbulent market.

Implications for Electrometallurgy and Metalworking

If the draft resolution is approved in its proposed form, electrometallurgy enterprises will face another factor necessitating production budget revisions for the second half of the year. This could affect both domestic pricing and the export competitiveness of Ukrainian metal products. For metalworking companies, the tariff increase also emphasizes the importance of energy efficiency, equipment load planning, and contract discipline in raw material procurement. The market will continue to closely monitor the NEURC's final decision, as it will directly impact costs across the entire industrial chain.
