Ukraine Launches Anti-Dumping Investigation Into Coated Steel

According to the "Uryadovyi Kuryer" newspaper, the Interdepartmental Commission on International Trade (ICIT) is launching an anti-dumping investigation into imports of coated flat carbon steel products originating from Turkey, Vietnam, South Korea, and India. The ICIT decision, dated May 22, 2026, enters into force on the day of its publication, May 26. The investigation was initiated based on complaints from Ukrainian producers, as well as a report and conclusions of the Ministry of Economy following an anti-dumping procedure.

What the ICIT Is Investigating

The subject of the investigation is flat-rolled carbon steel products with coating under HS codes 7210 70, 7210 90, and 7212 40. At the same time, tin-plated flat carbon steel under HS code 7210 70 10 00 is excluded from the scope. According to the commission's findings, the complaint provides sufficient reasonable evidence that imports from the specified countries could have been carried out at dumped prices.

The ICIT also indicates that the dumping margin cannot be considered minimal, nor can the import volumes be deemed negligible under the law. According to the complaint materials, shipments of these products grew 4.5 times in absolute terms between 2022 and 2024. Relative to Ukrainian production, imports doubled, and relative to consumption, they increased 2.5 times. This provides grounds to assess the potential negative impact on domestic producers of coated steel.

The key risk for the domestic market is not only the growth of import volumes but also price pressure. The investigation files state that the weighted average prices of imported products from Turkey, Vietnam, South Korea, and India showed a downward trend. Since 2023, they have been significantly lower than the average price of similar products from Ukrainian applicants, which could have suppressed natural price growth on the domestic market.

In March, Ukraine had already initiated an anti-dumping probe into imports of steel bars and angles from Turkey. Now, the focus shifts to coated steel products, which are widely used in construction, mechanical engineering, structural steel manufacturing, and other industrial segments. If dumping is confirmed, the process could lead to special trade measures designed to level the competitive playing field.

Next Procedural Steps

Within 30 days of the publication date, the Ministry of Economy will register interested parties and consider requests for hearings. Within 60 days, the ministry will accept written comments and additional information. This provides importers, manufacturers, consumers, and trade associations with the opportunity to present their positions and market data. The final findings of the investigation will determine whether anti-dumping duties or other trade defense measures will be imposed.
